Introduction

From an international academic perspective, Human Resource Development and Training Fund of Continuing Education Centre(CEC) at Southern College is a project aimed at enhancing the educators' teaching quality and academic staff's job performance. All the college staff are entitled to participate in its activities in order to develop their job profession. In fact, the college has been contributing one percent of the total amount of employees' salaries towards Human Resource Development Fund every month for the purpose of employee training. The project encompasses both External and Internal Training Programmes. The former is organised by Human Resource Development Council of Malaysia and promoted by CEC whereas the latter involves all sorts of training courses for the staff and local community, which is devised and implemented by CEC. CEC will facilitate participants in applying for the enrolment of both training programmes.


Rationale

The project is entitled Human Resource Development and Training Fund of Continuing Education Centre at Southern College.

As it aims at enhancing the educators' teaching quality and academic staff's working effectiveness, the college is able to achieve its main objective- to be one of the best international higher education institutes.

In order to enhance staff's job performance, all the college staff are entitled to participate in the programmes conducted under this project.

Continuing Education Centre (CEC) is responsible for the organisation and arrangement of human resource training programmes which have been advocated by the President of Southern College.


Running Costs

As to raise funds for the project, the college has been contributing one percent of the total amount of employees' salaries to Human Resourse Development Fund (HRDF) every month.

Therefore, CEC follows the President's advice to use the fund wisely to promote and implement all sorts of training programmes for the college staff and local community.


External Training Programmes

Human Resourse Development Council (HRDC) and the National Training Centers are the two main organisers that provide various training programmes and seminars. All the college staff are the members of HRDC, and therefore, are entitled to participate in its activities. The reimbursement of the allowed training costs based on the rate of financial assistance determined by the HRDC from time to time is on a claimed basis. The application procedures are:

  1. Staff, who are interested in taking any training courses organized by HRDC, can fill in the yellow application form and submit to CEC together with full information of the trainer’s biodata, course charge, course syllabus and schedule.
  2. The participants can attend the course after the application being approved by the president and the financial assistance such as course fee and daily allowance will be on a claimed basis.
  3. CEC will help the participants to claim for the course fee and daily allowance including travelling expenses from HRDC, only when they are able to present the certificate of full attendance.
  4. The participants are allowed to make a prior claim for the course fee and daily allowance from the Finance Office of the college.

If the college staff would like to take a course at any of National Training Centers, CEC will facilitate them in applying for the permission of financial assistance from HRDC. Please Note that they have to fill in the yellow application form and submit to CEC together with full information of the trainer’s biodata, course charge, course syllabus and schedule.

According to the HRDC requirements, the participants who have to travel below 50km will be entitled to claim a daily allowance of RM50, 50km and above will be RM150 per day (maximum). This daily allowance is limited to those participants who take a training course for a minimum time of six hours per day. The amount includes the cost of accommodation and transportation (toll & parking) which must be supported by bills/payment vouchers.

The college and HRDC will also sponsor those staff who are assigned to participate in long-term external training and they promise to contribute their skills to the college after the training.

The criteria:

  1. The college will require the participants to sign an agreement which varies in terms of course charge or duration.
  2. If the charge for the course taken is between RM2000-RM3000, the participants will have to sign an agreement and agree that they will serve the college for 6 months upon completing the training programmes.
  3. If the charge for the course taken is between RM3000-RM4000, the participants will have to sign an agreement and agree that they will serve the college for 12 months upon completing the training programmes.
  4. If the charge for the course taken is more than RM4000, the college will act with discretion.

If the participant is unable to comply with the agreement, he or she will have to reimburse for the loss of the college as below:

Please note: The claim for the course fee and daily allowance is based on the amount approved by HRDC. The participants are to bear any loss caused to the college.

Internal Training Programmes

CEC has implemented the project by conducting various training programmes and workshops in order to meet our staff's individual needs, preferences and learning styles.

All the charges for these programmes are sponsored by the college.

The employed trainers will be paid based on their qualification, experience, teaching subject and methodology, and the approval of HRDC.

In addition, the project has been advocated by the president and CEC through several discussions and regular meetings. The principles of the project are subject to alteration.
